Attitudes towards congestion charging in Rome


The recently approved Piano Generale del Traffico Urbano (PGTU) of the Rome municipality has made provisions for the introduction of a congestion charging scheme, following the examples of other large European cities. The aim of the research is to assess the behavioural responses of car users  to policies, associated with the scheme, envisaging different assumptions on the charge level and on public transport supply. A stated preference survey has been designed and submitted to car users whose home-to-work trips are potentially affected by the planned scheme. The ongoing activities relate to the econometric analysis of the survey results. In addition to basic logit, advanced modelling structures able to capture preference heterogeneity, such as latent classes approaches, will be tested.
